Why does Elastigirl look and sound like Scully from the X-files?
Why does Mr. Incredible's boss look like Stephen King?
Why does the other guy (who appears in the elevator, and at the end of the movie) look like Richard Nixon?
Coincidences, or planned?
I think it's just coincidence. Elastigirl was voiced by Holly Hunter, and like most of the voice actors in the movie, she used her natural voice. Mr. Huph (the boss) looks a little bit like Stephen King but is comically short. The real Stephen King is 6'4". You may be onto something with the Nixon-looking guy. He sounds a bit like Nixon and his name in the movie is Rick Dicker. But I couldn't find anything saying he was modeled after Nixon.
I have the two-disc Collector's Edition DVD, but I haven't looked at all the extras yet. There may be something in there.
I think you're looking too much into it. Every designer needs to be able to have some sort of inspiration for a character's appearance. It's very possible that they choose those people as a basis.
As for the Nixon part, that one might be possible but if there was a point to it, i'm missing the reference
